McDOWELL COUNTY HAZARDOUS MATERIALS EMERGENCY PLAN

APPENDIX 1 TO HMEP

EHS FACILITIES

The following facilities are the facilities that are required to file SARA Title III reports with the McDowell County Local Emergency Planning Committee (LEPC). This section also includes an aerial photograph of the facility with a designated vulnerability area highlighted, showing the geographic area that may need to be evacuated in the event of an incident at that facility. Vulnerability areas were delineated by information contained in the U.S. Department of Transportation’s 2000 Emergency Response Guidebook.

None of McDowell County’s critical infrastructure is located near (within the denoted radius) of a covered facility; there are very few residential or small businesses located within the radius of covered facilities. Therefore, major economic loss as a result of a hazardous materials release at any of the covered facilities is expected to be minimal to nonexistent.  It is significant to note that some facilities listed below are water treatment facilities, which can be considered critical infrastructure. An incident at these sites may cause a disruption to infrastructure services. Contamination of a large area may also be a concern during incidents at these facilities. These facilities will be denoted below by an asterisk (*).

Further, each of these facilities contains a Facility Emergency Coordinator (FEC). However, due to the potential for a change in appointments and the sensitive nature of this information, the McDowell County Office of Emergency Services and 911 Center maintain current listings of this information. Contact between the Facility Emergency Coordinator and the Incident Commander will be facilitated through McDowell County 911.
