PROMULGATION STATEMENT
The McDowell County Local Emergency Planning Committee (LEPC) was formed to address the emergency needs of the population of McDowell County, as well as to plan the mitigative, preventive, response, and recovery measures for a hazardous materials release. This Hazardous Materials Emergency Plan of the McDowell County LEPC contains the concept of operations and the assignment of tasks and responsibilities to elected and appointed officials and department heads, as well as the identification of roles during hazardous materials emergencies.
Preparedness to respond to and cope with the effects of a hazardous materials incident includes many diverse but interrelated elements that must be woven into an integrated emergency management system involving McDowell County’s governmental agencies, facilities, private contractors, support agencies, and individual citizens.
The McDowell County LEPC has developed this Hazardous Materials Emergency Plan to coordinate an integrated, effective response to hazardous material incidents, and to enhance protection of the population and property in McDowell County.
